two types of people

I've consistently come across a saying attributed to the Buddha that I find tantalizingly enigmatic.  He said, and I'm paraphrasing a little bit, that there are two kinds of people: those who have suffered too much, and those who haven't suffered enough.  Working where I work (with people with serious mental health and addiction concerns), I see what I think are plenty of people who have suffered too much.  Hey, I feel I've suffered too much.  What I find puzzling is, who are these people who haven't suffered enough.  What does the Buddha really mean by this statement?
